This site, cdc.org.in, used to be a government of India website.
The domain expired, and the new owner converted it into a WordPress spam blog.
Despite the change in ownership, so many high DA websites still link to it.
After March’s update, their traffic surged to new highs.
Backlinks examples:

Why do I call it spam, asks The Spam Liaison?
Check the keywords “IBPS & IBPS recruitment,” which together have an apparent search volume of 1 million in Google Search India.
This site ranks on the first page of Google.co.in for those keywords with an article:
https://cdc.org.in/ibps-recruitment/
The article misleads readers by claiming that the IBPS notification is out when, in fact, it is not.
Also, please check the links provided at the end for applying online; they seem to be linking to themselves rather than to any external resources related to the article.
I wonder how this site can be considered helpful when its content is so thin and misleading.
It’s purely an abuse of expired domain.
Here is a set of domains that follow the same pattern: expired high “DA” domains converted into WordPress blogs with similar themes and scaled content.
— awbi.in
— wohrb.in
—and many more…
Dear Google, your recent spam and core update on March 5th has failed to address concerns such as Scaled Content Abuse, Site Reputation Abuse, and Expired Domain Abuse.
I have a big list of domains flouting all of those tall claims you have purported to fix through this update.
