You mass-produce content in hopes that some of it will rank.
Something indeed works, and you start getting traffic.
But the content that didn’t work triggers the HCU classifier, and as a result, the entire site gets cursed by Google, loses traffic, and for a long time, you can’t rank anything else on it.
